Microsoft WindowsUnfortunately, there isn't an easy way to do this in Windows.
There is an app available which will put a website on your desktop, but we can't really recommend or support it. While it does what you want, it also hides all your desktop icons, which for most users isn't helpful. If you want to give it a try, it's available here: http://www.softpedia.com/get/Desktop-Enhancements/Other-Desktop-Enhancements/WallpaperWebPage.shtml
A better alternative is for you to make the page your web browser homepage.
For Internet Explorer, the instructions for doing this are here: http://windows.microsoft.com/en-US/internet-explorer/change-home-page#ie=ie-11
For Chrome, the instructions for doing this are here: https://support.google.com/chrome/answer/95314
